Vision

ASRLMS envisions that each poor family should have an annual income of Rs. 50,000 per annum.

Mission

To reduce poverty by enabling the poor households to access gainful self-employment and skilled wage employment opportunities, resulting in an appreciable improvement in their livelihoods on a sustainable basis, through building strong grassroots institutions of the poor.

Functions and Objectives
Guiding Principles
The poor have a strong and innate desire to come out of poverty. Social mobilization and building strong institutions of the poor are critical for unleashing the inherent capabilities of the poor.

An external dedicated and sensitive support structure is required to induce the social mobilization, institution building, and empowerment process. Facilitating knowledge dissemination, skill-building, access to credit, access to marketing, and access to other livelihood services underpin this upward mobility.

To organize a forum for showcasing and supporting various innovations and experimentation with new ideas both for social service delivery and livelihoods promotion;

To support PRI in becoming more responsive and effective in last-mile delivery of public services and entitlements of the poor;
To providing skill development training to rural youth for wage employment and self-employment.

History

NRLM is being implemented in Assam by Assam State Rural Livelihoods Mission Society (ASRLMS) with the objectives laid by NRLM for enhancing the social and economic empowerment of the rural poor of Assam. It is an independent and autonomous body under Society Registration Act XXI of 1860, and established by Panchayat & Rural Development Department, Government of Assam on 11th Nov’2011.

ASRLMS is led by its Governing body (GB) to provide overall policy guidance to the Society with Hon’ble Chief Minister, Assam as the Chairperson and Principal Secretary to the Govt of Assam, Panchayat & Rural Development Department as member convenor. The Executive function of the Society is carried out by the Executive Committee (EC) with Chief Secretary, Govt of Assam as Chairperson and State Mission Director as the Member Convenor.

The day to day functions of the Society is being discharged by the State Mission Director and his functional teams at the State level viz. The State Mission Management Unit (SMMU).

At District level, the District Mission Management Units (SMMU) is being headed by the District Project Manager under the overall guidance and supervision of the Project Director, DRDA and at block level, the Block Mission Management Unit (BMMU) is being headed by the Block Project Manger under the overall guidance and supervision of the Block Development Officer.

Our Divisions / Field Offices

State Mission Management Unit (SMMU):

The SMMU is the head office of Assam State Rural Livelihoods Mission Society, headed by State Mission Director (SMD), who is also the Member Convenor of the Executive Committee. The SMD is assisted by a team of experts in the implementation of the Mission.

These experts, with adequate experience in the relevant thematic areas, are drawn from the market on contractual basis and also government organizations on deputation basis.

Retired bank officials, with specific terms of reference, are also engaged. The decision making activities are carried out in the SMMU, headed by the SMD and Additional Mission Director (AMD), Chief Finance Controller, Chief Operating Officers (COOs), State Project Managers (SPMs) and other functional specialists in the following areas:

  1. Social Mobilization, Institution Building and Capacity Building
  2. Human Resource and Administration
  3. Financial inclusion
  4. Livelihoods
  5. Skill Development and Placement
  6. Finance and Accounts

SMMU is also equipped with experienced Secretarial staff to ensure the efficient, effective functioning of the unit office as well as to facilitate the smooth implementation of the Mission in the state.

District Mission Management Unit (DMMU):

There are thirty three (33) District Mission Management Units (DMMUs) set up and operating in close coordination and consultation with SMMU and district administration.

A multidisciplinary unit, the DMMU is led by the District Project Manager hired from the open market on contract basis, functional experts in social mobilization, institution building and capacity building, financial inclusion, livelihoods, skill development and placement, human resource, monitoring and evaluation. The units also have support staff such as MIS executive, Junior Assistants, Accountants and Office Assistant. 

Block Mission Management Unit (BMMU):

Two hundred nineteen (219) Block Mission Management Units (BMMUs) have already been set up covering all 219 blocks of Assam. A BMMU is led by Block Project Manager and supported by Block Coordinators and other support staff hired from the open market on a contractual basis, fully specialized in the areas of Social Development, Financial Inclusion, Livelihoods, Social Mobilization, Institution Building, and Capacity Building.

Apart from the Mission staffs, each and every BMMU has a pool of dedicated Community Cadres comprising of Jeevika Sakhis, Social Development Jeevika Sakhis, Livelihoods Jeevika Sakhis, Krishi Sakhis, Pashu Sakhis, BC Sakhis, Master Book Keepers, Bank Mitras and MCP trainers.

These cadres provide quality services to the grass root level institutions so that they can function without any hitches and external inferences, as well as to provide the services to the each and every corner of the community under the saturation approach. Once the organizations are able to administer by themselves, then the Mission will draw back from providing services.
